Error meesage when logging on to XP

I get the following message when I log on to XP. It also seems that after
thsi message the system becomes very sluggish i.e it takes 4 5 minutes to
completly log on, I have removed almost all of my startup programs to reduce
log on time and still very sluggish (I have a Dell 2.5ghz). How do I fix?
