error loading type library 4/DLL

I have a legacy vb6 (SP6) app that is receiving the following message:

Run time error -2147220992 (800 40 200)'error loading type library 4/DLL


A number of end users have begun to report this issue. The common
denominator is installation of XP SP2. All but one user reports that the
issue goes away after removal of SP2. I have been unable to find any kb
articles or other documentation regarding the issue. Any ideas as to the
cause/solution for this issue?
