error installing XP pro: c_1252.nls

I tried installing XP Pro onto a newly built system (HD
has never been used), and shortly into the installation,
while it's loading the Kernel Debugging DLLs, I get this
halting message:
File \i386\c_1252.nls could not be loaded. Error code is
32768.
What on earth is wrong? Is my CD corrupt?
