Error inserting jpeg into db

Hi
I am using Access 2003 and when I go to insert a jpeg object into my
database, the result is an icon that reads "filename.jpeg" instead of
displaying the actual image.
Changing the image type to 24-bit bitmap gives the same result "filename.bmp"
I do not have PhotoEditor (as MS removed it from this version of Office) and
it is not available for download. I have downloaded graphics filters but to
no avail.

Any suggestions?
