error in win server 2000

This operation has been cancelled due to restrictions
in effect on this computer. Please contact you system
administrator and then click. click ok operations three
times required to server in desktop

Next one is display to the desktop click start button
and then programs, some programs open { Example.Notepad)
this one is could not open at the time the same above
message display on the desktop.

Anybody clearing for my problem.
