Error in Programs menu (empty)

Hi,

I have a problem with a WinXP computer: when i press Start -> Programs this
appears as empty, but when i do Properties over Programs menu, the system
open a Explorer window with the contents.

I read the Microsoft technical documentation, and they recomend execute a
DOS command:

regsvr32.exe /i shell32.dll

and follow rebooting the computer. But after the Programs menu
intermitentment appears or not the contents.

Any solution?,
