error in opening file on network

I try open the excel file from the network then this error occur
"filename.xls cannot be accessed.The file may be read-only,or you may be
trying to access a read-only location.Or, the server the document is stored
on may not be responding"
Im using Windows XPSP2 and excel2000SR3.
I look on the event viewer log on system,event ID 26,description:
Application popup :Machine Check: Regs

Is the folder the file resides in marked as shared?

The file was in the file server and can be open by everybody.I try to copy
the file in my local disk and still same error.
