Error: Explorer or iexplore ('' is not a valid date.)

I have been getting an error: '' is not a valid date when I try to select folders from the start menu, open internet sites, or open desktop icons. After I close the error, the application or file always opens but this is an extreme pain in the butt. I do not have an install disk and the system restore option did not work. I probably deleted a file by accident....Is there another way to restore? Is msconfig the answer?

Tony there was an earlier post for the same problem it
was about 530pm. The fix worked.
