Error Deleting Files

How annoying in XP, everytime I want to delete a file, it
tells me that I cant because the file is being used by
another program.
I have tried, even in safe mode, and the problem persists.
I dont have emule or kazaa running when trying to delete.
what is this problem????
HELP PLEASE
