Error deleting file or folder

Sometimes XP won't not let me delete a file. I get the message

"Error deleting file or folder. Cannot delete a.avi: It is being used by
another person or program. Close any programs that might be using the
file and try again."

I have to wait a while to do so even though that file(an avi) is not
being used by any other person or program.

This has happened several times. Usually at the same time the hd seems
to be working non-stop on something.

In Task Manager explorer.exe is running when the drive is 'working' like
this.

Simple explanation no doubt?
 
To add to this i can not rename the file either sometimes. though the
hard drive is not running hard now.
