error deleting file or folder

I downlloaded a monopoly game for the trial period and tried to uninstall it
afterthe period was over which mostly worked but now there is still a portion
of the program or file still there and each time i try to delete it this
error keeps coming up
Error Deleting File or Folder
cannot delete Monopoly3Setup-dm: It is being used by another person or
program.
Now as im the only one with access to this computer it must be a program.
Any advice would be greatly appreciated!

Boot into Safe Mode, then try deleting it from there.

Use Process Explorer to search for the process using the file. Nine times
out of 10 it is explorer.exe. (So you may just want to try the following
fisrt.) If so, open a command prompt and navigate to the Monopoly folder,
then use Task Manager to end explorer.exe, then use the "del" command to
delete the file from the command prompt. You can use Task Manager to restart
explorer but sometimes it loses your system tray icons so you may just want
to reboot. Process Explorer is available here.

This is for mike! Once I do that and lets just say it works there was no mention of whether i would need to do anything to start the computer normally afterwards. What i mean is once thats done do i just need to go through normal shutdown proceedures and the next time I start up it will be back to normal???

Shut down your computer and then Start it while it starting by Taping F8
until you get the Boot up option select the First option which is Safe Mode.
While in safe mode locate the File and Delete.
If still no joy try to Take the ownership of that File/folder and delete:

If still no joy then use this tool:

Be careful when using this tool for deleting files/folders or registry,
please read the help file with it on how to use it safely.

Just restart the machine normally, through the Start Menu.

safe mode thing didn't work and im not sure about the other reply's as i
haven't the confidence when useing thier suggestions; but ill keep at it as
my bro has more knowledge than I (git). Any way thanx for the advie and help
everone. Just wish there was an easier way without the risk of loosing stuff!
