Error Deleting File or Folder

Whenever I move or delete files from a folder in My
Documents, then try to delete the folder, I get the
following error message:

Error Deleting File or Folder
---------------------------
Cannot delete <folder name>: It is being used by another
person or program.

Close any programs that might be using the file and try
again.

What type of files are they? Do you still have the files
open with a program? For example, if you open a file
with Microsoft Word and then try to delete the file while
the file is still open in Word, then this is an expected
and normal error. If you first closed the file and/or
Word and then tried to delete the file and still get this
error message, then that's a problem.

Can you offer more specifics?

I am also having the same problem. It's only one file that I seem to have this problem wth and its a file that has been downloaded off the net. I'm getting exactly the same message:


I have no other programs open or running and I get the same message in safe mode so cannot even delete it from there. (incedentally, the file is a .avi file and is associated with Windows media Player.

I've run my norton anti virus and this isn't identifiying the file as a virus. Additionally when I try to delete the file (or even just clicking once on the file to highlight it) it slows my system right down. I've checked teh task manager at this point and the proccesser usage is right up at 99% and it takes a while for the system to return to a usable state.

I hope this extra info might let someone provide us with an answer.
