cannot delete folder

HelP!!!

When I try to delete a folder I get this error message:
Cannot Delete File: It is being used by another person or
program.
Close any Programs that might be using the File and try
again.

I rebooted my computer and when I went back and tried to
delete the file it deleted without a problem.

Possibly as it says, some program may have a file locked
out that you cant see, try booting into safe mode and
deleting it from there for starters...
