Error creating new site.

I am trying to do the following. Create a new empty website using FP2003.
I am using Windows XP SP2 with IIS and FP Server Extensions 2002 installed.
Everytime I try to create the site I get the following error.

'Could not find a Web server at 'localhost'. Please check to make sure that
the Web server name is valid and your proxy settings are set correctly. If
you are sure that everything is correct, the Web server may be temporarily
out of service'

I can pull up the local host site on my machine and it opens with
'localstart.asp' page. Am I missing something?

could you explain the process you're using to try and create the new
web/subweb in localhost?

Win XP Pro and IIS supports only 1 root web under the FP SE
- you will need to create a subweb under the root for additional "new" webs
Open your local host under FP using File open site http://localhost/
- if you can't open it the FP SE have not been enabled under IIS
Create a folder and right click it to convert to web
- depending on how you have IIS set up you may need to create subwebs using Tools Server Admin (then in FP run a Tools Recalculate
Hyperlinks)
Double click the new web folder to open it
