Error 691 - Can't authenticate

Trying to set up a VPN to a W2k server. Security settings for both client
and server are currently set to PAP (unencyrpted password). Keep getting
error 691 - access denied, username and/or password not valid on domain.

The server is set up without a domain. I was told to login in using the
name of the server (Server) as the domain and the user/password of a local
account.

Any suggestions to troubleshoot?

Changed security to Microsoft CHAP Version 2 and got in!
