Error 633 -- Port Problem

I have installed a modem and continually receive this error 633 stating the
port is already in use. If I run the modem diag software, the dialer works,
so I know the hardware is OK. When I create a dial-up connection, and then
click on it, I always get this 633 error. I found one article on the ms
support site, but it did not help. I went to CMOS and disabled irqs that
were not being used. Any ideas are appreciated. System is running XP SP2.

That's the one document I found. I cannot find any software that may be
causing a conflict. None of the softwares require a dialer or port.
