Error 550. Too many recipients

I am trying to send out mass emails ranging from 20 to
1000 recipients at a time and I get this error on
occasion. Is this something that would be caused by my
ISP or is it a setting on my outlook that I can change?

That message comes from your ISP -- check with them to see what their limit
is.
