Error 3303 on read, import, everything!

My buddy uses an auto application that uses an mdb database. They upgraded
and everything got wiped. He has a backup, when I try to open in access
2003/2008 I can see all the tables, but when you try to view data you get a
"you don't have permissions", etc. I tried to simple rename the new blank
one with the old one and received the 3303 error.

I used a linux app called mdb viewer and could see the data, even export as
csv file, but if I try to import into the blank database I get the same
permission error.

There must be a way to open in sort of a safe mode/admin mode, something
that will allow me to do this. I don't know access enough to see how a 3rd
party app can do this, but I have the app installed local now along with the
database so can play. Really stuck on this as he has 26,000+ records he
needs in asap!

Thanks for any advice and/or suggestions.
