You may be using F8 to early and accessing a BIOS option. If you can boot
normally into the welcome screen then this is the case. Turn your computer
completely off, wait 30 sec., restart and then tap F8 about once every 2
sec. after the memory count.

I can't seem to start in safe mode. When I restart my system I press F8 and
I
get boot option instead of startup mode option.
the options i get are HD boot, cd rom boot, and dvd rom boot.

To remove MSXML 4.0 SP2 you do so in "Add and Remove Programs," then you
need to uninstall MSXML 4.0 (follow instructions in MSXML 4.0 SP2 Release
Notes)

Start > Run - type in "cmd" and click ok.
At the command prompt type in "cd\" and press enter
Type in (or copy and paste) "msiexec /qn /x
{35343FF7-939B-401A-87B3-FF90A5123D88}" (without quotation marks) for MSXML
4.0 SP1 or use {2AEBE10C-D819-4EBF-BC60-03BF2327D340}" for MSMXML 4.0 and
hit enter.

After you uninstall MSXML 4.0 try to install CorelDraw in Safe Mode.

Also, you need the correct permissions to install programs in XP. Make sure
you are logged in with administrator privilages or log in as Administrator.

I've tried uninstalling SP2 as per the MS website before I came here and that
didn't work.

I was having similar error installing xml parser 4.0. I finally resolved the
installation errors by disabling Symantec AntiVirus File System Auto-Protect,
AND TURNING OFF all Active Shields in Webroot SpySweeper Enterprise client.

Here is the detailed error event in the application event log I was getting
before resolving the issue:
