Error (1817) failed to undo existing registration

This error comes up when the server is rebooted, but more
importantly, it comes up multiple times when a user with
only user rights logs in as a teminal services client.
This appears to have started when i deleted the outlook
icon from the desktop of this client. I have since
uninstalled and reinstalled office 2000 sbe on the server,
as well as deleted the user and added a new simple user.
i deleted the profiles also to no avail. "Transforms" was
used to install office. also i set the "log on locally"
police for these users. I know i have seen this "failed
to undo existing registration" message somewhere before,
but can't find anything in kb
