ERROR 1719 Windows Installer Service

Hello,

I am trying to install an application and keep on getting
the following error:
Error 1719. The Windows Installer Service could not be
accessed. You may be running in safe mode or Windows
Installer may not be correctly installed.

I am running Windows 2000 Server. I followed the
instructions in the Microsoft KB
(http://support.microsoft.com/?kbid=315346) but when I got
to the part where I had to re-install the Windows
Installer I received a message indicating I already had
that service.

Can someone please help??
