error 1607 runtime error install shield

i downloaded turbolister from ebay and when i try to install error 1607 pops up i went to installshield web site and none of their fixes work. also i am trying to delete big programs like microsoft money 2003 that i never use and it says my computer is in safe mode or my windows installer is not working properly well i am not in safe mode. any ideas??
