Error 1606

I upgraded from Win98 SE to XP Pro. I'm trying to update
a program and when I try to install I get the following
message:
Error 1606. Could not access network location <Common
Administrative Tools>.All users\.

My question is where is the old program trying to point
back to? I understand that XP changes where your settings
reside.

I've even tried to uninstall the program and re-install,
but I get the same message.
