Error 1068:The dependency service or group failed to start

I am receiving this error when I try to start the services
for DFS and also for Backup Exec. I tried the solution
that microsoft gave for the OU's and group policies, but I
don't have any of those(a small network). The local
policy settings have the network admin and local admin
selected to have priveleges. Any solutions or suggestions?
