Error 1053: The service did not respond to the start or control re

Hello,
I have recently installed Adobe Photoshop Elements 5 and imported all my
pictures and arranged them as I want them. That part works fine but in the
program there is or should be a facility for watching folders.
Unfortunately when I try this it tells me that the service is not available.
I have traced this to the program in services in XP which has not been
started. When I try to start it a get the following message:
Error 1053: The service did not respond to the start or control request in a
timely fashion
This happens after the progress bar has reached about half way and after
about 30 seconds.
I do not want to reinstall Elements if I can avoid it since I am concerned
that I might lose all the way I have the photos sorted.
The strange thing is that I had Elements installed before a recent Windows
reinstall and the watched folder worked fine. Now it produces this
Windows1503 error notice when I try to start the watched folder via Adobe
Active File Monitor version 5 in Services. Before, I didn't have to bother
about the Active File Monitor anyway it all just worked.
Sorry to go on at length but it is frustrating and I hope someone might be
able to help.

I decided to go for the uninstall and reinstall process.
In fact I had trouble uninstalling as it kept starting Photoshop CS2 which I

uninstall CS2.

successful.
