Error 0x800f024a adding disk filter driver to WinPE using peimg

When I try to add a disk filter driver to a WinPE image using peimg /inf I get

PEIMG failed to complete the operation with status code 0x800f024a.

0x800f024a = The specified INF is the wrong type for this operation.

I can manually add the driver and it's registry entries to the PE image and
the driver runs fine in WinPE.

The inf file installs the driver correctly on an XP system.
