Error 0x08004210A outlook 2003

Problems recieving attachments from multiple Pc's on network. Often
generates 0x8004210A errors - ie pop server timing out.
To help resolve issues I have,

Checked for malformed email
New profile
Updated Outlook
Disabled firewall and antivirus
Increased time-out value
Tried different account /ie d/f pop server - works fine
Tried Thunderbird - times out as well
Telnetted into pop server - responds perfectly
Tried safe-mode
Even retrieving attachments from the webmail service is painfully slow but
somewhat more reliable.
Strange thing is off-site everything works perfectly which suggests the pop
server is responding correctly and serving attachments.
I am aware of the antivirus issue and email scanning
Please help
 
Router/Hub somewhere not behaving?

It sounds like you've done diligent troubleshooting from the workstation
perspective. What about everything between the POP server and the
workstation?

So multiple clients are experiencing the same issue?

Yes multiple PC's on the network. I have considered a router as the
culprit - we had our VOIP system go down last week and since then the issue
has gradually emerged.

I have done a tracert on the mail server and telnet but all looks good in
the basic connectivity sphere. All the outlook tests respond properly and
emails w/o attachments seem fine - hence the test email works in the outlook
tests.

I now assume the problem to be somewhere on the network because of the
home/work difference. What would cause this

These two items lead me to believe the problem is not Outlook. Perhaps the
MTU on the router is too high.
 
Perhaps, but our ISP supposedly looks after our router, so I suppose I must
put more pressure on them to look at the problem.
They keep shoving me off because our pop server is hosted be another ISP, so
they keep playing the game with us.

If this was so wouldn't the other pop server that I connected to have the
same issue, that is if the MTU is set incorrectly.
Would it be more accurate to assume that the problem lies beyond the WAN
link? - closer to the mail server?
