Error 0x0000006f, can't complete install

custom PC, Celeron 2Ghz
40ghz HD, functioning floppy drive & CDROM
has had several novice users & volunteers in an office environment

ran AVG antiVirus in safe mode

detected MBR & boot sector damage.

inserted CD to do a fixboot repair

BSOD

Stop 0x0000006f (0x00000020, 0x00000000, 0x00000000, 0x00000000)

Rather than nibble away at the problem, I wiped the HD to do a clean install.

Same BSOD appeared.

Substituted a new HD, non change
testing the RAM right now, so far no problem there.

Any recommendations?

Adding more info as I go,

8 times through memtest86, zero error

ran HD utility to look for errors, no problem

disconnected Floppy to remove another variable.

Same BSOD

Going back to the mobo mfr to clear the shadow/cahe for the bios & see what
happens
