Erro 1606 in windows 2000 pro

cannot install anything on the computer because of this
error message pops up every time i try to install anything
 
Hello,

First backup and than delete the following registry value "common
administrative tools" from
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
