erratic usb mouse

Using xp with usb kb and usb mouse. This microsoft compact optical mouse
model 1016. tested works beautifully on other xp machine. However when fix
into my xp machine, the mouse movement is erratic and its hard to control
move to the place you want. I have change its" properties" to medium speed
and its behaviour is the same in Safe Mode. In the Device Manager under the
mouse tree there are 2 lisitng 'HID Compliance'
Ran the NAV2006 and spybot 1.4 and got rid of the 'virus etcf'
 
Open Device Manager,scroll down to 'Mice and other pointing devices',
expand that.Select the mouse and uninstall that.Restart the system.
Visit manufacturer's site to download and install the latest driver.

Uninstalled and reboot but the behaviour of the mouse is still the same. MS
does not show any update for the mouse's driver. What can I do next? thanks
