err1312 cannot create the directory C:\WINDOWS\Installer\(9867-A91

I have been trying to reinstall my Hp 2175 all in one printer, scanner. In
the middle of installaion it stops installing this error comes up - err1312,
it says to rename it, which I do. When I'm done with the installation, It
will say HP may not run correctly because it may not have been installed
correctly.
I do have a a problem with emailing my pictures from the HP Photo &
Imaging. I alway get an error report to end this non responsive program, and
send report . It completely shuts down, and photo imaging closes too.
I think I uninstalled and installed about 10 times. Everytime the 1310
error came up -it was a different installer number. I guess my question is
why is this happening?and how sdo I install, so I won't get this error
report? HP said the 1310 was a microsoft number, and won't mess with it.

I did all that from google, and Microsoft, but I do not know if if I'm
logged on to a Administrator account. How do I do that. Where do I go to
check that out. I tried to find out in help, but couldn't figure it out. I
thank you for your rapid reply, qweenie
