Environment variables changing in Windows 2000

We have one workstation on which an environment variable
keeps changing from the 8.3 format to the long folder
names, which causes problems for one of our older apps.
Obviously we can simply change the path to a short name,
but does anyone have any idea why this would happen?

This is a Win2K Professional workstation, in a domain,
with Windows Update running.
