Entry Point Not Found

I have no idea where this error comes from but I'm wondering if I can fix it
easily.

It occurs on a Win 2000 Workstation with all the latest and greatest patches
and Updates. The error only occurs at startup. Title: "regsrv32.exe -
Entry Point Not Found" Message: "The procedure entry point_stopT@0 could
not be located in the dynamic link library regsrv32.dll"

I would attach the image but it is too large.

There is a file called regsvr32.exe that is part of Windows, but not
regsrv32.exe
