Entery Point Not Found

When I boot my system (XP Home) or when I boot Windows Explorer, I receive
the following error:
"Entry Point Not Found - The procedure entery point mciSendCommandA could
not be located in the dynamic link library WINMM.dll"

What does this mean and how do I repair it?

Something is set to start up with Windows and not finding what it needs.
Do clean-boot troubleshooting to determine the culprit and to stop it:
