Entering times into an Excel spreadsheet

I'm trying to create a column in a spreadsheet for a "time" - 24 hour clock
showing hour and minutes.

I've tried formatting the cell as a time, and also as a "custom" cell -
however, every time I enter the data and press return, the figures all
change. Any ideas??!!
 
Look if you have fixed decimal set under tools>options>calculation
