ensuring Rules and Permissions are transferred properly during migration

During migration from Exchange 5.5 to Exchange 2003 How
would one ensure Rules and Permissions are transferred?
Can anyone point me to any white papers or URL's that
would give me some pointers on what to do before
migrating as well as how to check rules and permissions
after migration?
