Can you use the same reference twice without assigning a new number to it?

If your reference is itself an endnote, then you can Insert a Cross
Reference to the note number. In Word 2003, Insert > Reference > Cross
Reference > Endnote > Endnote Number.

And if your endnote references are formatted as superscript, be sure to use
"Endnote number (formatted)."
