Word Endnotes in Word 2007

I have a several documents that are to be chapters in one final document. Each document has endnotes. I now want to put all the document files together as separate chapters and have the endnotes at the end of each chapter. I have followed all the instructions to do this on several different sites and Word refuses to do it, insisting on putting all the endnotes at the end of the document. I have tried creating a new document and importing the files into it, but that does not work. If I type a document and put endnotes in from scratch I can put them at the end of each chapter, they stay there when I create a section break, but not if they are already created. Word moves them to after the section break. What am I doing wrong?
