Endless chkdsk loop on startup

When turning on my computer a light blue screen is displayed stating that
chkdsk is going to run within a few seconds. The chkdsk runs successfully
however after complete a second 'chkdsk like' program tries to run however
when it starts the computer reboots. The computer will do this endlessly
until I strike a key when performing the initial chkdsk check which exits
from the loop in which the computer boots up normally. I have attempted to
run the disk defragmenter however I am unable to comply since a message is
displayed asking me to run chkdsk /f. I have not been able to perform this
since a message is displayed stating 'the volume is in use'. When attempting
to run chkdsk /f on start up the computer goes into the endless loop
previously described. I have restored my computer to a previous date however
this has not helped. I have run chkdsk with out a problem. Does anyone have
any suggestions? Is there another method I can use to run chkdsk /f? Thanks

First make sure you have a full and complete backup of all data.

Do a chkdsk from the recovery console. Boot from the XP CD, take the
first R for repair, input the password for the built in Administrator
account (if XP Home that's usually blank so just hit enter), then at the
command prompt run chkdsk /p.

Download a drive diagnostic utility from the hard drive manufacturer's
website. That will create a boot floppy or CD. Boot from it and run
the diagnostics.
