End-User License Agreement Pop-Up Window

Using Outlook 2003. Every time I open Outlook, End-User License Agreement
window pops up on the screen. I have to "Accept" the agreement each time I
go into Outlook. How do I stop this?

This usually happens if you are logged in on a User account and no
administrator has accepted the EULA. Log on to your PC as an administrator
and accept the EULA, and you shouldn't see it again, even on your User
account.

Thanks for your response! I am the administrator and I've 'Accepted"
thousands of times, but the window keeps popping up. Any other ideas?
