How do I stop Outlook User Agreement from popping out everytime I open Outllook
 
Start Outlook as an Administrator once;
Hold SHIFT and right click on the Outlook shortcut when Outlook is closed.
Choose Run as Administrator and accept the EULA. Close Outlook and then
start it normally again.
