"Encounter Problem" screen appears when try to open any program

My power supply crapped out when I was working in Windows XP. I installed a
new power supply, but now every single program and application cannot be
opened. Regardless of whatever I try to open, I get the same response after
Windows tries to open it: "[Application/Program name] has encountered a
problem and needs to be closed. We are sorry for the inconvenience...." I
cannot even open My Computer without this occurring. Any thoughts or
suggestions? I'm thinking about reinstalling the OS, but that would be a
major headache for me as I did not have my affairs in order in the event of
such a meltdown...

Hi,

Do a repair installation after running a disk check. Click start/run, type
cmd and click ok. From the prompt, run "chkdsk C: /r", and follow the
prompts to have it run when the system is rebooted. If it comes up ok, but
the system still acts funky, do a repair installation. Instructions here:
