I wonder why the movie maker re-encode the movie loosing quality when
original clips are also wmv files.

I do believe that:
1- there should be an option that limit clip splitting at the key frame only
2- with these complete sets of frames in a clip, the encoder can just
concatenate the clips without loosing quality

You can combine and split the clips any way you see fit.
To limit frame dropping problems if you aren't putting a transition or
affect in the middle and you have 2 clips that are split but going together
on the timeline then select them both, right click, and combine them.
