Encoding WE(ISO) keeps overriding WE(Windows)

It's all in the title. I can't get it to stop. Everytime
I go to a new page or refresh, the ISO encoding takes over
and makes viewing pages unbearable.
 
Read this article. Make sure that you have all the .nls files required and
that your registry is correct.

Pictures Are Not Displayed on Web Sites in Internet Explorer
A Web page may display an image as a red X, or a placeholder may appear in
place of the image.

Others have reported that repairing IE solve the problem.
Add/Remove Programs/MS/IE repair...
