IE6 always chooses ISO encoding

Every web page I bring up for some reason comes up with
Western European (ISO) encoding. I have to manually go in
on every page to the View/encoding drop down and choose
the Western European (Windows) option in order to view the
pages. I am in the USA, so I'm not sure if Western
European is the type of encoding I should be getting
anyway. This also causes emails with embedded pages to
display incorrectly in Outlook. How can I fix this so
that I can browse without having to reload every page?

You may be missing some .nls files suggested in this article.
I have 23 such files on my c:\windows\System.

Try to repair IE.
Add/Remove programs, MS, IE repair.
