IE Loads pages with incorrect encoding

Hello. I am here because I need some help. Whenever I startup Internet
Explorer it loads a page, say Hotmail, but it is full of broken images. Upon
further inspection I have realized that it keeps using Western European (ISO)
encoding instead of Western European (Windows) encoding. I try to manually
select it but it does not stay. I have to manually change it on every site I
visit because the auto select feature keeps going to (ISO). I have tried
everything I know and am open to suggestions on how to correct this.

There is no reason why IE cannot display a picture if the page encoding is
Western (ISO) unless you have some third party program on your machine
interfering.
