encoding problems

The auto-select feature in the encoding section of the
view menu, but it does not seem to work. When I visit
different websites, many times images do not correctly
display. The Western European (ISO) is also selected, but
it seems that the Western European (Windows) language
works better, I just can't get it to save this selection.
Why do I have to manually change the language every time I
switch web pages?
