Shouldn't Internet Explorer 6 display a German website in English for me?

I noticed there was no German encoding choice in View / Encoding / More...

It's set to Auto-Select & Western European (Windows) currently.

Yes, that's what I mean. Maybe I'm misunderstanding what encoding means, but
I thought IE would translate a foreign webpage into English for me.

No, View...Encoding in IE is not about translation of languages. It's about
applying the site local's various other web page features and html code
relating to the various character sets that apply to specific languages such
as special characters, whether the page is read left-right or vice versa,
etc. See the "Encodings" part of this site for more info:

Now, if you want to actually translate a page from one language to another,
you could try a site such as:
http://babelfish.altavista.com/
http://www.google.com/translate_t
