Encoding for incoming messages in Outlook 2003

How do I set encoding for incoming messages in Outlook 2003? When I am in
yahoo mail I change the encoding in IE. How can I do similar action when
reading incoming messages in Outlook 2003? The encoding option in the format
menu is grayed out.
