encode error when opening word

Upon opening up Microsoft Word 2003 SP1 client is getting encoding error and
it keeps trying to default to Japanese code. Can't locate N. America USA
code to change this. When he hits OK it closes the window and he can work so
this is just a nusiance and he would like this to go away. We ran a detect
and repair but this is still happening. Any suggestions???? Thanks.

You need to tell us which file format the user is trying to open? And do you
have any influence on how these files are generated (the encoding used)?
